Parvati Devi is heavily decorated by devotees who enjoy doing puja (worship) to the Divine Mother, especially around the time of Mahashivaratri, when this photo was taken.  Most temples in India impose strict regulations prohibiting devotees from doing puja themselves.  They would have to pay resident priests (pujaris).  Even photographing the deities is prohibited in most temples.  Shivabalayogi strongly disliked such rules and fought with spiritual leaders and devotees to keep any such unnecessary restriction from the temples at his ashrams.  This attitude is still followed in the Adivarapupeta ashram where devotees have open access to the Samadhi and the temple.
